Spill Prevention Control & Countermeasures


The purpose of the Spill Prevention, Control, and Counter Measurements (SPCC) Plan is to document the current level of spill prevention established at a facility and to describe the emergency response and spill notification procedures to be used in the event of a release or spill of petroleum or hazardous substances.

Aires has completed SPCC plans for a number of facilities. Developing and implementing an SPCC Plan can be complicated and involved. Aires has the regulatory knowledge and the experience to provide an SPCC plan for any type of facility.

The must plan must include the following:

  • The facilities operating procedures to prevent spills
  • Control measures installed to prevent spills entering waterways
  • Countermeasure implemented to contain cleanups
  • Methods to mitigate the effects of a spill
  • Professional Engineer Certification
  • Spill Predictions
  • Facility Drainage Practices
  • Facility Inspections
  • Site Security
  • 5 Year Plan Review
  • Management Approval
  • Spill History
  • Secondary Containment
  • Training

Recordkeeping:

  • Facilities must prepare an SPCC Plan within 6 months of the date they commence operations.
  • The Plan must be implemented within one year of the date operations begin.
  • A PE must review the Plan every 5 years.
